CP 311: Strategy becomes reviewable through choices and measures
A strategy identifies an objective, constraints and a choice among alternatives. Measures should test progress toward that choice, rather than reward activity that can grow while the objective deteriorates.
Original practice scenario
An original insurer wants profitable growth. Premium growth alone may reward underpriced business. Add a measure of expected profitability and a risk constraint, then explain the tension. State which management decision each measure changes.
